Meeting of Inter-University Consortium at CIIT Abbottabad

Meeting of Inter University Consortium for the Promotion of Social Sciences, Arts and Humanities (IUCPSS) was held at CIIT Abbottabad on 14-15 July 2012. Higher Education Commission of Pakistan extended all possible support for the establishment of this Consortium. Purpose of establishing the Consortium is to integrate joint efforts of higher education institutes to work jointly for common goals of uplifting technology driven knowledge based economy and social development. IUCPSS, is country ‘s first ever inter university alliance formed by nine leading universities of Pakistan. The meeting was attended by the following:

Participants discussed the importance of social sciences in a state’s economic development and stressed that Pakistan’s political and economic crisis can only be resolved through the promotion of social sciences. The speakers called for establishing social sciences councils across the country, providing equal funding and scholarships for this discipline as for other disciplines, and to set up laboratories for research in the discipline in all universities of the country. Besides this, various other decisions were taken which are as folows:

  • Pakistan Council of Social Sciences Research (PCSSR) will be established to promote social sciences research in Pakistan
  • This council will act as hub for promotion of social sciences research thus making it meaningful for the socio-economic development of the country
  • The status of the council will be autonomous and will work under the supervision of Board of Directors and Advisory Board, comprising renowned and experienced social scientists from academia, civil society and R &D organizations
  • The council in consultation with concerned stake holders will identify priority areas for social sciences research in Pakistan
  • The council will also work for creating close interaction among researchers and community so that such research projects may be undertaken which could be beneficial for the community and should address key socio-economic issues being confronted by the country
  • Financial sustainability of the council will be ensured and endowment fund of more than one hundred million will be established. The member institutions will contribute to the endowment fund and HEC and other organizations will also be approached in this regard
  • Best international practices will be adopted to make the council an effective, vibrant and successful organization

A five member committee was constituted including Prof. Dr Nelofer Sheikh, Prof. Dr Masoom Yasin Zai, Prof. Dr Muhammad Nizamuddin, Prof. Dr Rausal Baksh Raisani and Prof. Dr Muhammad Mohsin Khan Director IMS Peshawar The Vice Chancellors also demanded that HEC should award scholarships on need assessment, Keeping in view the importance of social sciences for socio-economic development of the country and shortage of human resource in the fields of social sciences. The proportion of social sciences may also be increased in local and foreign scholarships. It was also demanded that the education budget may be increased to 4 % of the GDP and continuous funding may be ensured to higher education sector in Pakistan so that the pace of progress and development in this important sector may not suffer. They were of the view that without continuous financial support, it will not be possible to improve the state of social sciences in Pakistan which has been neglected in the past.

The heads of inter university consortium also decided to establish social sciences labs in their respective institutions so that young scholars may get practical knowledge to contribute for the betterment of the society through undertaking research projects over the contemporary problems of the country. They decided to introduce course on community services at the member institutions. The vice chancellors also decided to undertake collaborative programs for creating the soft image of Pakistan and preservation of local culture/heritage. The heads of the consortium have also decided to host International Social Sciences Conference at Islamabad. The discusssion was followed by question answers session in which media representatives asked various questions which were answered by the Speakers.
